NOTICE IS HEREBY GIVEN THAT ORLETON PARISH COUNCILLORS ARE SUMMONED TO AN EXTRAORDINARY PARISH COUNCIL MEETING AT 7.30PM ON THURSDAY 18 AUGUST 2022 AT THE VILLAGE HALL

 

(The Proper Officer has called an Extraordinary Meeting to elect a new Chairman and Vice Chairman as per Standing Order 5.f)

(Two Councillors have called an Extraordinary Meeting under Standing Order 6)

 

AGENDA

  1. Apologies for absence.
  2. Declarations of interest and written requests for dispensation on agenda items.
  3. Motion to agree that Mr Barry Gandy shall preside at the meeting in the absence of the Chairman and the 2 Vice Chairman.
  4. In accordance with Standing Order 15.b.iii, the Proper Officer proposes a Motion that a Chairman and Vice Chairman be elected to the Parish Council.
  5. Approve the minutes of the meetings held on 16th June 2022 and 5th July 2022.
  6. Invitation to members of the Public to address the Council (limited to 15 mins)

  8. Annual Parish Accounts were published on noticeboard and website on 27 June 2020 and sent to external auditor on 29 June 2022.
  9. Consider and approve Parish Accounts for Qtr 1 22/23 accounting year. Notice of Expenditure.
  • Resolution of the TSO host account
  1. Councillors Phil Hardwick has been approved as account signatory by Unity Bank. Electronic banking can now operate. Awaiting authority for Mark Simmons.
  2. Defibrillator parts delivered. Action Plan and installation.
  3. Approval to pay Internal Auditor a £50 pro bono.
  • Proposal to purchase a printer for the Parish Clerk and agree budget (Est. £75).

  2. 222168 – 7 Mortimer Drive, Orleton, SY8 4JW. Side and rear single storey extension to match existing and internal alterations. Mr & Mrs Groom. (Response 8 Aug + 21 days).
  3. Delegated Powers for Clerk for emergency planning applications.
  4. Consider whether the Talk Community project – Repair Café grant funding should become a Parish Council Project and agree further steps.
  5. Council decision on Smartwater project and agree further steps.
  6. Update on Policies and Procedures and agree further steps.
  7. Election Year – Precept Procedures. Review and agree timetable. Programme timings, plan for public participation and agree further steps.
  8. Herefordshire Grants Update
  9. Update on Section 106 and agree to publish a Section 106 Wish List at the September Meeting. Proposal to hold Parish meeting.
  10. Community Infrastructure Levy. Not adopted by Herefordshire and not available for development projects
  11. Report on Dog Bin emptying contract (1st Mon of each month) and decision to purchase a further large dog bin and replace the one in Green Lane and move to the Church Lane site.
  12. Consider the approach to solve the issue of Road Safety at Ashley Moor Road (letter to Highways Authority sent 1 Aug 2022 – update received)
  13. Motion that Orleton Parish Council defers further consideration of all changes to its Standing Orders, governance, or policy documents until a working group shall be formed to determine the necessity, fairness, proportionality and effectiveness of all proposed changes and make written recommendations to the Council.
  14. Motion that the Chairman and Vice Chairman undertake a review of the performance and training of the Parish Clerk during the month of October on completion of 6 months probationary service.
  15. Motion that the Parish Council shall elect a member as a Representative on the Recreation Ground Committee.
  16. Update on the Drainage Grant and outline plan for Orleton. Proposal that Councillors consult parishioners and approve finalised plan in September to allow Lengthsman to plan programme with external contractors and agree a way forward.
  17. Discuss introduction of a Hedge and Drainage protocol to improve householder and landowner responsibility for the maintenance of hedges, ditches and drains along roads, paths and pavements including riparian rights and responsibilities and agree further steps.
  18. Motion to consider the request for a Grant of £2,200 to support Church activities in 2022/23 and agree further steps.
  19. Update on the request to review the speed limits in Comberton.
  20. The Parish Council expresses its thanks to Martin Bradford for his work to refurbish the footpath noticeboard
