AGENDA

  1. To receive apologies of absence.
  1. To consider any declarations of interest and written requests for dispensation on agenda items.
  1. To approve Minutes of the meeting held on 19th October 2023. – APPENDIX 1
  1. Open session (limited to 10 minutes)

To receive views of local residents on items set out in the agenda and other parish matters proposed for inclusion in future agendas.

  1. Captain’s Meadow (Orleton Fields) lighting

To receive a report and results of residents’ consultation regarding lighting scheme at the Captain’s Meadow development and consider next steps as appropriate.

  1. Highways
    • To consider road safety issues at the junction of B4361 and Ashley Moor and agree next steps.
    • To consider request for provision of street nameplate signs on Kings Road and Kitchen Hill Road and agree next steps.
  1. Clerk’s report

To receive Clerk’s update on current matters and agree next steps where appropriate.

    • To note the bank balance – 31st October 2023
    • Budget and precept 2024/25

To receive an update from the Clerk.

  • To consider and approve the following (but not limited to) outstanding invoices for payment:
    • Leo Pest Control, October 2023 (additional collection) – £85.20
    • DC Gardening, October 2023 – £2,500.80
    • Travel & admin expenses – £33.48 + £
    • PC Telephone – £10.00
  • To grant a delegated authority to the Clerk to approve payments of urgent and regular liabilities in December 2023, above the power and limit under FR 4.1.iii if required.

Due to the Christmas break in the PC regular meetings regular and urgent expenditure to be approved by the Clerk to avoid late payments affecting suppliers and/or PC incurring penalties. Regular banking authorisations by two Members will still be required. All payments to be reported to the PC at next meeting in January 2024.

  • To note the following payments:
    • Ludlow Skip Hire, approved under FR 4.1.iii – £240.00
    • NEST, DD – £63.79
    • HMRC, DD – £21.14
    • Clerk’s salary for October.
  • To note the following payments received:
    • Lane, resale of skip remaining capacity – £200.00
  1. Lengthsman

To consider and approve schedule of works for January:

  • Scraping of drain tops throughout the parish.
  1. Flood resilience
    • To receive and update from Cllr Lane following recent flood event in Orleton and agree next steps where appropriate.
    • To consider replenishing the supply of sandbags.
    • To receive an update from Cllr Lane regarding Flood Signage scheme and agree next steps.
  1. Waste bins

To receive an update and review the arrangements for dog bins maintenance across the village and agree next steps.

  1. Planning

To consider the following planning applications for determination by Herefordshire Council:

  • 233207 – Little Waterloo, Orleton, Ludlow, Herefordshire SY8 4JG

Proposed extension to side of existing property (part retrospective).

  1. To receive updates and agree next steps, where appropriate:
    • Village Hall – to receive an update from Cllr Gittings.
    • Orleton Recreation Association – to receive an update from Cllr Powell.
    • Footpaths – to receive an update from Cllr Lane.
    • Parking issues – to receive an update from Cllr Powell.
  1. To receive an update form HC Bircher Ward Member, Councillor D. Hurcomb (limited to 5 minutes).
  1. Section 106 funds

To receive and update on the section 106 funds available, review and consider planned projects.

 

EXCLUSION OF MEMBERS OF THE PUBLIC

A resolution will be passed, pursuant to ‘Public Bodies (Admission to Meetings) Act, 1960, c. 67, s. 1(2)’, to exclude the members of the public from the meeting for the duration of the following items

  1. Employment matters

To consider recently agreed national pay award applicable from 1st April 2023 to 31st March 2024, as per NALC’s recommendation, and approve its implementation henceforth, including backdated payment from 1st April 2023.
