PARISH COUNCILLORS ARE SUMMONED TO ATTEND AN EXTRAORDINARY MEETING AT 7.30PM ON THURSDAY 9 DECEMBER 2021 AT THE VILLAGE HALL

PLEASE NOTE THE MEETING WILL BE HELD WITH SOCIAL DISTANCING AND FACE COVERINGS ARE HIGHLY RECOMMENDED

1. Apologies for absence

2. Declarations of interest and written dispensations on agenda items

3. Update on proposed purchase of the shop and Post Office building and agree next steps
• Review parish council powers to purchase the building
• Proposed tenancy structure for letting out the shop and Post Office and living accommodation
• Review Save our Shop group business case submitted to the parish council in November 2021 to establish ‘in principle’ affordability metrics
• Proposal to explore with a resident-based community interest company (and/ or potential commercial tenants) options for renting the shop/ PO and living accommodation (it is proposed that the living accommodation may be sub-let by the community interest company/ commercial tenant)
• Further considerations, including proposed requirement for the tenant(s) running the shop/PO to submit a business plan to secure the rental (it is understood also to be a requirement to obtain a PO contract), and legal review by NALC of the proposed purchase of the building and tenancy structure
• Commission surveyor to undertake a building valuation, taking into account indicative rental values and potential of conversion subject to planning permission to inform proposed purchase price
• Review options for consultation with residents, including commissioning a parish poll or ‘referendum’
• Commission surveyor to undertake a structural survey
• Review timings for agreed actions

4. Invitation to members of the public to address the council (limited to 15 minutes)

5. Receive report on Herefordshire Council from Ward Cllr. Bowen

6. Appointment of volunteer Footpath Officer

7. Finance:
i) Payments:
Leo Pest Control, dog waste removal – £57.60
Luston Group PC, share of solar panel retro-fit of SIDs – £491.50
Clerk, expenses to November 2021 – £ tbc
Clerk, wages December 2021

ii) To consider letter from HSBC, and proposal to change banks

8. Plans
214240 Bank House, Tunnel Lane, Orleton, SY8 4HR – Proposal to completely remove cherry tree to allow existing low voltage overhead line and pole to re repositioned.
