MINUTES OF ORLETON PARISH COUNCIL MEETING HELD AT 7.30PM ON THURSDAY 17 JUNE 2021 AT THE VILLAGE HALL
PRESENT: B Gandy – Chairman; P Smith – Vice Chairman; S Perry; L Mackay; M Simmons; and P Burnham.
IN ATTENDANCE: R Hewitt (Clerk). There were no members of the public present.
1. Apologies for absence – E Clanzy-Hodge.
2. Declarations of interest and written dispensations on agenda items – Cllr. S Perry declared a non-disclosable pecuniary interest in #15 Police and Crime Commissioner Town and Parish Council Survey.
3. The minutes of the of the annual meeting held on 20 May and extraordinary meeting held on 29 May 2021 were agreed to be a true record.
4. Invitation to members of the public to address the council (limited to 15 minutes) – There were no matters raised.
5. Receive report on Herefordshire Council – Deferred.
6. Clerk’s report and reports on meetings attended by parish councillors – A noise complaint in respect of music at The Boot was noted. It was agreed not to take matters further on the understanding that it is not a regular occurrence. The two SIDs will be shipped shortly to be fitted with solar panels. The application for listing of the shop and post office as an asset of community value has been acknowledged by Herefordshire Council. The next PC Summit facilitated by the county council is on 23 June 2021 and will be held online. Balfour Beatty is holding an online service update meeting on 29 June 2021. A freedom of information request has been processed. There may be a partial refund on the £1,000 donation made to the community group looking at the purchase of the shop and post office.
Cllrs. Mackay and Simmons reported on a Talk Community meeting.
7. Plans
212119 Magnolia, Millbrook Way, Orleton, SY8 4HW – T1 – Silver Birch (minor) to fell. T2 – Photinia to Crown Reduce and Shape by 20%. T3 – Magnolia to Crown reduce and Shape by 20%. The proposed tree work was supported.
211797 (Prior Approval) 15 St Georges Crescent, Orleton, SY8 4HL – Proposed single storey extension which will extend beyond the rear wall of the dwelling house by 6.00 metres. The maximum height of the enlarged part of the dwellinghouse is 2.60 metres and the height of the eaves of the enlarged part of the dwellinghouse is 2.40 metres. The parish council decided not to comment on the prior approval application.
Herefordshire Council has granted planning permission for 180517 Land to the north west of Kings Road; 210296 Townsend Farm; 210232 Townsend Farm; and 210398 Orleton Manor. Works to trees in a conservation area are allowed for 211136 10 Millbrook Close and 211405 Overton House. Prior approval for 211821 Land south of Overton Farm has been refused.
8. Accounts
i) Financial Statement to date: The balances of the parish council accounts on 30 May 2021 were noted: Treasurer – £15,510.86; and Money Manager – £87.48. A loan repayment of £1,096.07 to the Public Works Load Board was noted.
ii) The following payments were agreed: D C Gardening Services, lengthsman (£372.00); and Clerk, TSOHost – NDP domain renewal (£16.68).
9. Local Policing Community Charter – It was agreed that the following issues should be considered the top policing priorities in the parish: speeding and localised vandalism/ anti-social behaviour. The proposed ‘contact contract’ as set out by the Safer Neighbourhood Team was supported.
10. Highways maintenance working group – Cllrs. P Smith, P Burnham and E Clanzy-Hodge kindly agreed to join the highways maintenance working group.
11. Appointment of parish council representatives and HALC advice on position of ‘shadow trustees’ – Deferred.
12. Lengthsman/ Highways/ Footpaths – The Chairman said the highway authority has been asked to cut back the hedge along Ashley Walk where it is overhanging the pavement on Millbrook Way. The lengthsman will be asked organise the spraying of weeds on pavements and gutters in the village. A request will be made for a hedge to be trimmed to improve highway visibility on a key junction.
13. The Queen’s Green Canopy in Herefordshire – Deferred pending the outcome of discussions with the developer of the site opposite the school on the public open space and possible adoption by the parish council.
14. Boundary Commission consultation on initial proposals for new constituencies in Herefordshire – Noted.
15. Police and Crime Commissioner Town and Parish Council Survey – The survey responses were completed during the meeting and will be submitted by the Clerk.
16. Matters raised for next meeting (no discussion) – War memorial boundary, planning enforcement, and report on Talk Community hub at Orleton.
17. Information items – Noted.
