MINUTES OF ORLETON PARISH COUNCIL MEETING HELD AT 7.30PM ON THURSDAY 21 FEBRUARY 2019 AT THE VILLAGE HALL

PRESENT B Gandy – Chairman; P Smith – Vice Chairman; and E Clanzy-Hodge.

IN ATTENDANCE Ward Cllr. S Bowen (Bircher Ward); and R Hewitt (Clerk). There were no members of the public present.

1. Apologies for absence – J Harrison; and R Tibbles.

2. Co-opt two new members of the parish council – Deferred.

3. Declarations of interest and written dispensations on agenda items – None.

4. The minutes of the meeting held on 17 January 2019 were agreed and signed as a true record.

5. Report on Herefordshire Council – Ward Cllr. Bowen said Council Tax is to increase by 4.9 percent in 2019-20 with 2 percent of the increase ring fenced for social care. Social care accounts for 76 percent of the budget. In 2019-20 expenditure has been reduced by a further £10 million. This means that some things done by the council take a lot longer such as traffic regulation orders (TROs).

The pothole review recommends a long term asset management approach, for example maintaining drains, grips and gullies to keep water of the roads. The standard of pothole repairs seen by the task and finish group was impressive. An increase in the budget for roads is recommended, and the importance of C and U roads for local communities highlighted. The report is due to be published shortly.

The parish council asked that consideration is given to providing grants to councils with a lengthsman to help maintain drains, grips and gullies.

6. Clerk’s report and reports on meetings attended by parish councillors – Balfour Beatty has completed the survey of the proposed SID location at Comberton, and accepted the application to install a SID subject to completion of the paperwork. Installation of the base will cost £425.00 (+VAT). The school has agreed to host the proposed second defibrillator on a road-side facing external wall, and an application to the British Heart Foundation has been completed for provision of a defibrillator.

A notice has been submitted to Grapevine for the Cyber Crime talk by West Mercia Police at the Annual Parish Meeting on 11 April 2019, and posted on the parish council noticeboard. Documents have been delivered to Worcestershire Archives for digitisation.

Balfour Beatty has been asked when the requested traffic regulation order assessments, and review of junctions on the B4361 will be completed. The grass cutting on footpath OL12 within the settlement boundary of the village has been arranged for 2019. Minutes will be provided for the recent Brimfield Brook Natural Flood Management meeting held in the village, and the parish council is to be made aware of future meetings.

The Chairman provided a short report on the PC Summit hosted by Herefordshire Council in January 2019. The PC Summit provides insight and an opportunity for feedback to Herefordshire Council. Cllr. Smith reported that the village hall has received additional grant funding and is set to move on to the next phase of renovations.

7. Invitation to members of the public to address the council (limited to 15) – There were no members of the public present.

8. Plans
190118 Orleton House, Kitchen Hill Road, Orleton, SY8 4HN – Proposed works to include removal of stud walls and a staircase. Proposed new window to North West elevation. The application for listed building consent was supported.

190484 The Glebe House, Church Lane, Orleton, SY8 4HU – Reduce back branches of Mature Hornbeam (T1) overhanging the garden of the Glebe House by approx. 2m. The proposed tree works were supported.

Herefordshire Council has granted planning permission for 184414, 9 Ashley Walk. Works to trees have been allowed by Herefordshire Council for 190166 Birchbeck. Planning services is content the trees at Amiss Orchard will regrow to create a hedge.

9. Accounts
i) The latest balances of the parish council accounts were noted: Treasurer – £9,153.71; and Money Manager – £20,331.76.
ii) The following payment was agreed: Leo Pest Control, dog waste removal – £45.60. Payment of an invoice to Orleton Village Hall was deferred.

10. Lengthsman/ Highways and Footpaths – The lengthsman will be asked to tidy up and stone footpath OL3 between Millbrook Close and the Boot Inn car park. The remaining footpaths budget for 2018-19 will fund this work.

An Expression of Interest in the lengthsman and footpaths schemes for 2019-20 has been submitted to Balfour Beatty. The Expression of Interest is a requirement to participate in the schemes. The following defects have been reported to Balfour Beatty: sunken pavement on Kitchen Hill Road; pothole on Millbrook Way below the junction with Kitchen Hill Road; and potholes either side of the speed restriction by Little Furlongs.

The lengthsman is set to clear the gutters as it was confirmed by the Chairman that the sweeper has been through the village, clean the parish noticeboard, and will also clear mud from the layby near the parish noticeboard on Millbrook Way.

11. Grit bins and sandbags – It was noted that the locality steward is to add the grit bins by Copper Corner and Kitchen Hill Road to the asset list, which means they will be filled by Balfour Beatty. Pending the completion of this process these grit bins have been refilled by the lengthsman. The missing grit bin located on the junction of Tunnel Lane and Overton Road will be replaced and added to the asset list in autumn 2019, according to the locality steward. It was noted that Tunnel Lane is on a secondary gritting route. In light of this information it was agreed to take no further action for the time being.

12. The Boot Inn – The meeting agreed in principle to support an application for Heritage Lottery funding for the listed building, particularly the single cell dwelling.

13. Community Conference – The meeting agreed a £50.00 budget to host a meeting at the village hall with local community organisations to explore what might be possible to help local people in need. The budget will pay for room hire and light refreshments.

14. Crime prevention talk, West Mercia Police – The rural and business crime officer for Herefordshire, West Mercia Police will be invited to speak at the Annual Parish Meeting on 11 April 2019, and the local neighbourhood watch coordinator informed.

15. Consultations by Herefordshire Council:
i) Draft Minerals and Waste Local Plan: It was agreed to comment that consideration should be given to re-opening small old quarries to use local stone to restore local buildings.
ii) Revised Enterprise Zone Local Development Orders: Noted.

16. Parish council election, 2 May 2019 – The parish council decided that official poll cards are not necessary as a poll card will be issued by election services for the Ward election. The Clerk is to attend a briefing on 6 March 2019, and expects to have nomination papers for the parish council election following the briefing.

17. Parish council projects in 2019 – No action required.

18. Matters raised for next meeting (no discussion) – None.
