MINUTES OF ORLETON PARISH COUNCIL EXTRAORDINARY MEETING HELD ONLINE AT 7.30PM ON TUESDAY 22 DECEMBER 2020

PRESENT: B Gandy – Chairman; P Burnham; L Mackay; S Perry; and M Simmons.

IN ATTENDANCE: Ward Cllr. Bowen; and R Hewitt (Clerk). No members of the public were present.

1. Apologies for absence – E Clanzy-Hodge and P Smith.

2. Declarations of interest and written dispensations on agenda items – Cllr. L Mackay declared a disclosable pecuniary interest in planning application 204188 Amiss Orchard.

3. Invitation to members of the public to address the council (limited to 15 minutes) – There were no members of the public present.

4. Plans I
204250 & 204251 Orleton Manor, Orleton, SY8 4HR – Various structural works including timber frame repairs and infill panel repairs. Moving of two windows in East Courtyard elevation. Reinstatement of framing members where lost. The planning application and application for listed building consent was supported.

203874 & 203875 Orleton Manor, Orleton, SY8 4HR – Proposed west range sun-room and repairs to the southern gable of the west range (Retrospective). The planning application and application for listed building consent was supported.

203964 Land at The Farm, Millbrook Way, Orleton – Proposed conversion of office and garage (barn) to a three bedroom house. Creation of new boundary between farmhouse and converted barn. Improved access from Kitchen Hill Road to serve farmhouse with track and parking area and realigned access to workshop. The planning application was supported.

204044 29 Mortimer Drive, Orleton, SY8 4JW – Proposed single storey orangery extension to rear. The planning application was supported.

204224 The Mill, Millbrook Way, Orleton, SY8 4HW – Proposed structural pollarding of Willow tree. 30% maximum reduction of Tulip tree. Trimming of Alder and dismantling of excess limb. The proposed tree work was supported subject to confirmation from the county tree officer that reduction of the Tulip tree by up to 30 percent will not cause undue harm and long-term damage to the health of the tree.

5. Receive report on Herefordshire Council – Ward Cllr. Bowen reported on recent meetings of the county council. Silt under the bridge on Millbrook Way has been cleared. The chief executive is retiring at the end of January 2021.

6. Plans II
204188 Amiss Orchard, Kitchen Hill Road, Orleton, SY8 4HP – Extension and alterations to existing bungalow. The parish council noted that #4 in the application form states that the work has yet to start. The parish council understands, based on reported observations from the roadside, that work appears to have started as the garage is already bricked up. The parish council requests that the planning application is resubmitted as retrospective in respect of work already undertaken.

7. Matters raised for next meeting (no discussion) – None.

8. Date of next meeting – 21 January 2021. The meeting will be held online.
